New Courses and Programs Subcommittee (NCAPS)

 

Departments or individuals proposing new courses will naturally be disappointed if the subcommittee, after hearing on the proposal, recommends that the course not be approved by the VCCC. If they have specific objections to the nature of the review process, or to the treatment of their supporting arguments by the committee in its report, these objections ought to be available to the VCCC when it makes its own decision to accept the report of the subcommittee, send the report back to the subcommittee for further hearings, or to reverse the recommendation of the subcommittee. It would be inappropriate for the VCCC to rehear the arguments pro and con, i.e. those originally presented to the subcommittee. The function of the VCCC is to review the procedures of the subcommittee, the application of the criteria, and the logic presented in the majority and minority opinion accompanying the recommendation.

 

The NCAPS subcommittee will hear arguments in favor of or against the creation of a new course or program. The NCAPS subcommittee will inform the departments involved of the hearing and of its formal recommendation to the VCCC. Interested parties may, if they desire, have a minimum of five working days to prepare a critique of the procedures during the hearing, the application of the criteria, or the logic in the majority argument supporting recommendation. It is understood that if this critique contains new arguments the report may be returned to subcommittee for further hearings, and that the VCCC will not rehear the original arguments for or against the original proposal which are summarized in the subcommittee report.

 

Mission

    The mission of NCAPS is to review new course and program proposals that are referred to the subcommittee because there is conflict or opposition by other departments or members within a department.

Roles and Responsibilities

  • To establish procedures for review of new courses and programs.
  • To develop criteria for such evaluation.
  • To accept applications for new courses and programs referred from the VCCC.
  • To receive input from faculty with respect to the new courses and programs.
  • To review and evaluate new courses and programs.

General Principles for Review

  • It is expected that all proposals and requests will have educational merit and will reflect positively upon Los Angeles Valley College.
  • Any challenge of curriculum proposals by other departments or programs within the college on the grounds of overlap or jurisdiction of subject matter will be evaluated by the New Courses and Programs Subcommittee.
  • All new courses/programs must be reviewed in terms of their budgetary implications.

Criteria for Review

  • Proliferation: Does the proposal constitute undesirable proliferation of courses?
  • Overlap: Does the new course/program involve overlap with other departments? Does the new course/program properly reflect the subject matter normally associated with department or interdisciplinary program initiating the proposal?
    The New Courses/Programs Subcommittee will evaluate the issue of overlap; however, those members of the subcommittee from departments who have a proprietary interest in the program shall not have a vote on the issue, though they may take part in the discussion. Should the issue of overlap not be resolved, cross listing may be suggested as a possible solution.
  • Resources: What resources are involved in the implementation of the proposal, such as staffing, operating expenses, equipment, and learning resources? If additional resources are necessary, how will they be obtained?
  • Rationale: Is the rationale valid? Is supporting evidence provided?

    Note: Additional Criteria for Review of New Courses/Programs in Computer Applications
    The contents of the course must not duplicate basic areas covered by Computer Science courses -- hardware, operating systems, software applications, e.g., word processing, spreadsheet, data base, graphics.
    The proposed course content must be so specialized that the expertise necessary for the computer application is primarily within the discipline proposing the new course.

Procedures for Review

  • Once technical review has been performed and the proposal has been circulated, if the proposal contains conflict or opposition it is referred to NCAPS.
  • NCAPS evaluates new courses/programs on the basis of: the proposal, the hearing, and additional information if required by NCAPS.
  • NCAPS votes and reports formally to the VCCC.
  • The VCCC reviews the report and takes action.
  • Completed new courses/programs will be reviewed and evaluated in the order submitted.
  • Hearings:
    • The department originating the new course/program may supplement the written proposal with an oral presentation.
    • Other departments or other faculty may supplement their written comments with an oral presentation. Said persons must notify the VCCC Chair no later than 12 noon on the day prior to the hearing to be placed on the agenda.
    • The originating department may respond.
    • The presentations may be followed by a discussion period.
