SHARED GOVERNANCE AT LAVC

LAVC follows a shared governance process for establishing college policies. Our shared governance structure is comprised of one council (Tier 1) with six standing committees (Tier 2) that do the work of the council. The council then makes recommendations to the President.

INSTITUTIONAL EFFECTIVENESS COUNCIL (IEC)

Description:

The Institutional Effectiveness Council (IEC) is responsible for overseeing the college's planning process, coordinating and assessing the strategic direction of the College. It does not create policies, but reviews proposed policy recommendations from the standing committees. Recommendations are brought to the IEC through one of the following standing committees: HPC, PEPC, EPC, SSC, Tech and WEC. It is through the IEC that recommendations are made directly to the College President.

IEC Meeting Update

  • The tutoring conference committee recommendations were approved.  
  • The program viability report for ACE was approved.
  • Two FTEF motions from EPC were approved. One was to increase the FTEF allocation for the winter and spring and the other was for EPC to develop methodology to allocate FTEF by subject and category.

HIRING PLANNING COMMITTEE (HPC)

Description:

The Hiring Planning Committee (HPC) is responsible for developing long-range staffing plans for the college and prioritization procedures to fill vacancies. The HPC reports to and forwards its policy recommendations to the IEC.

PROGRAM EFFECTIVENESS & PLANNING COMMITTEE (PEPC)

Description:

The Program Effectiveness and Planning Committee (PEPC) facilitates the Program Review and Planning process, including the review of annual plans, comprehensive program reviews, the student learning outcome assessment cycle, and assessment of program viability. The PEPC reports to and forwards its recommendations to the IEC.

PEPC Meeting Update

Date of Last Meeting: May 2, 2013

  • The following motions from OAC were approved and will be sent to the Senate:

    1.  All assessed courses being leveled will count as assessed for the 2013-2014 cycle.
    2.  All new courses must be scheduled within two years of being approved by the Valley College Curriculum Committee.
    3.  All new courses must be assessed the first semester they are offered.
    4.  Courses not assessed by October 1, 2013 should not be scheduled for Spring 2014, with the exception of new courses.
  • The proposed viability standards were dicusssed at Senate and Chairs & Directors and will be sent to IEC for approval. The viability workgroup is meeting to review the data and make recommendations. The Senate has approved publication of student achievement data and outcomes assessment data at the course level.
  • The committee continued to work on annual plan modules for next year and the program review modules and plan for the following year. The continuing issues with the lack of infrastructure (human and technlogical resources) to support the processed was discussed.

  • Worked on annual plan and program review modules and process for the next two years.

EDUCATIONAL PLANNING COMMITTEE (EPC)

Description:

The Educational Planning Committee (EPC) is responsible for overseeing the writing and implementation of the Educational Master Plan. EPC oversees enrollment issues (e.g., trends and scheduling) and allocates FTE to departments and programs in accordance with the Educational Master Plan and college mission. The EPC reports to and forwards its recommendations to the IEC.

EPC Meeting Update

  • Date of Last Meeting: May 13, 2013

  • Approved 2 CDEC motions: 1. Increase Etudes payment for 2013-2014 by $32,000 to total $90,300. 2. Accept policy that defines Distance Education and Correspondence Education. 
  • Approved 3 Motions from PASS/ FTEF workgroup for 2013-2014: 1. Concurrently enrolled K-12 students may not enroll in PE classes; 2. Allocate an additional 2.2 FTEF – all added classes should be high demand with a high average class size yield; 3. Offer a winter intersession of 74 Credit/DSCH sections to generate approximately 400 FTES.
  • EPC will meet again in May – Monday 20th, to work on the Education Master Plan – all Tier 2 Chairs have been invited to provide input from constituents

STUDENT SUCCESS COMMITTEE (SSC)

Description:

The Student Success Committee (SSC) reviews academic and student support programs, sets priorities and makes policy recommendations in accordance with the Educational Master Plan and college mission. The SSC reports to and forwards its recommendations to the IEC.

SSC Meeting Update

  • Date of Last Meeting: May 8, 2013

  • Mobile Website/App student survey was sent out. Over 2,500 students have responded. It will be sent out again in the coming week.

  • Three motions from Matriculation were approved by SSC:

     

    Motion: To rename matriculation committee the Student Success and Support Program Advisory Committee

     

    Motion: Enrollment priority appeals be filed and handled by Admissions and Records via the established petitions committee

     

    Motion: Add new enrollment priority as number 3 to include athletes, international students, and Calworks students who have matriculated and are in good standing with less than 100 units completed  
  • Possibel goals for 13/14 discussed: workgroup for faculty mentoring program; continue to raise awareness about importance of assessment and probation; textbook prices

     

    SSC will work with the Senate to create a workgroup tasked with defining student success.

TECHNOLOGY COMMITTEE (Tech)

Description:

The Technology Committee (Tech) makes recommendations to the IEC and the college President on computing systems and services, campus network and applications, accessibility and other technology issues as they arise. The Tech Committee reports to and forwards its recommendations to the IEC.

Tech Meeting Update

  • Date of Last Meeting: October 17, 2012
  • Khaled Hussain, Distance Education Coordinator, presented the new forms for evaluating online instructors available through Virtual Valley.
  • The Technology Committee began status reports on the recommendations from the LAVC 2012-17 Technology Plan. Claudette Belmonte reported on the recommendation to expand online counseling. A workgroup has been formed to investigate software accessibility and compatibility.

WORK ENVIRONMENT COMMITTEE (WEC)

Description:

The Work Environment Committee (WEC) reviews space utilization and work environment matters and make recommendations to support a healthy, safe, and effective work environment. The WEC reports to and forwards its recommendations to the IEC.

WEC Meeting Update

  • Date of Last Meeting: November 1, 2012

  • Committee reviewed Campus Feral Cat Program Documents, and asks that the Administration bring them up-to-date.
  • Campus constituents express concern about Campus Emergency Preparedness Safety Plan, including its availability, or lack thereof, via the Campus website. WEC’s Emergency Preparedness Work Group will be pursuing this.
  • Work and discussion continues on the following topics:

    1. a campus bicycle policy; 2. assistance with implementation of the new smoking policy, effective Spring 2013; and 3. review of annual plan facilities modules.
